Today, U.S. Secretary of Commerce Wilbur Ross released the Streamlining Permitting and Regulatory Burdens for American Manufacturers report that was submitted to President Donald Trump. This report, which gathered input from domestic manufacturers and industry stakeholders, identified 20 sets of regulations and permitting issues as being a top priority for reform and immediate action to begin unleashing of the domestic manufacturing industry.

“The current onerous and lengthy processes and inadequately designed rules add to an already overwhelming amount of government waste.” said Secretary Ross “This report is an important step in correcting the status quo and promoting, instead of shackling, American manufacturing.”

Three major themes were identified by domestic manufacturers and industry stakeholders in the report: overlap, duplication and lack of coordination between states and the Environmental Protection Agency; uncertainty related to the permitting process; and inconsistency in application and enforcement.

As recommended in the report, each agency’s Regulatory Reform Taskforce will review all relevant detailed comments received in response to the Department’s Request for Information, deliver an “action plan” to the administration not later than January 31, 2018, and, for the first year, agency leadership will provide regular updates to the President on the status of their efforts.

The Department of Commerce also recommends working with members of Congress to expand the definition of projects that qualify as “covered projects” under Title 41 of the Fixing America’s Surface Transportation Act (FAST Act) to include: “projects the construction of which will result in a significant, immediate economic benefit to the United States.” Covered projects will typically enjoy better coordination, transparency of approvals, and expedited permitting. The report also calls for Congress to incorporate procedures similar to those found in FAST-41 in other legislation applicable to manufacturing projects. Expansion within the FAST Act, or legislation modeled similarly to the FAST Act, will speed important economically significant manufacturing projects to market.

Commerce will also hold an annual forum with Manufacturers to assess progress made in the area of regulatory reforms.

This report executes President Trump’s memorandum directing the Secretary of Commerce to ask stakeholders for ways to streamline the construction permitting process and to reduce the regulatory burdens for domestic manufacturing.

This report and the recommended action is just one piece of a historic whole-of-government regulatory reform agenda that President Trump launched, and is already removing roadblocks to American job creation.

ST. ANTHONY– A short text message, some sodas, and a frozen treat are the last memories Brigham Young University-Idaho student Wildaline Figaro has of her friend Daël Juanito Augustin.

“A friend in Utah called me and said, ‘Juanito is dead,’ and I was like, “Wait, what?… Stop playing with me,'” Figaro says.

Following the shocking news, Figaro got on her phone to find out for herself if she could get a hold of Augustin.

“I called Juanito thinking that he’s going to pick up,” Figaro says.

Sadly, Figaro had to face the reality that last week was the final time she would talk to the 22-year-old.

“Like I won’t see him anymore, and so that really hurt me so much because I love him as a friend. He was a good friend to me. It’s just a hard situation in general,” Figaro says.

Augustin drowned while night swimming at the St. Anthony Sandbar Friday. The St. Anthony Police Department and other emergency crews responded to a call of a missing swimmer around 9 p.m. that night. Locals joined in the search to find Augustins body. He had jumped off a diving board into the water and never resurfaced. Augustin was found a few hours later not far from where he had jumped.

“From the diving board, he was probably found approximately 60 yards down river, in about 30 feet of water,” St. Anthony Police Sgt. Greg Belew tells EastIdahoNews.com.

Belew says this isn’t the first tragedy to take place at the Sandbar. Lance Jensen, a 21-year-old BYU-Idaho student from Preston drowned there in 2009. He says law enforcement has already taken many preventative measures to keep the area safe. Belew says the currents are unpredictable and swimmers never know what’s under the water.

“I wouldn’t know the safest place to dive off. We have people dive off the pipe, which is illegal. We have people get on the dam, which is illegal,” Belew says. “It is a tragic accident. All our hearts go out to the family that it happened. I don’t know that we can stop this from happening again unless people just don’t swim here.”

Figaro, who met Augustin while they were both serving Latter-day Saint missions, says she never felt judged around him. She said he came from a Haitian background but was born here in the United States and lived in New York.

“Every time I was with him I felt safe, I felt like I could trust him, and I did trust him,” Figaro says. “We’d just hang out and we always had a good time, and especially we’re both from the same culture as Haitians and so we bonded in that same capacity as well.”

Today, books contain less decoration and the readers can concentrate on what they are reading. He noted, it takes courage to leave out ornament and let the typography stand on its merits. Most Americans can quote the beginning of the Declaration of Independence—“When in the course of human events…” But not everyone who was notified of the Declaration soon after its adoption on July 4,1776got exactly the same version. Emily Sneff of the Declaration Resources Project at Harvard University reported on analyses of the known broadside editions and newspaper reports of the Declaration published in July and August 1776.

The variations could be in spelling and even word choice, but more frequently in capitalization and punctuation. They started with the first word and continued throughout the various versions. The first word appeared in the first broadside printed by John Dunlap as [W]HEN with no punctuation, and in the first newspaper edition printed by Benjamin Towne as [W]HEN with a comma following. The bare minimum of capitalization was in the Maryland Gazette : of words such as God, Great Britain, English, Indian, British, etc. for less than 10 words total. By comparison, Dunlap’s Pennsylvania Packet had over 50 capitalized words, and over 300 words were capitalized in Dunlap’s broadside.

The text of the Declaration of Independence spread through the newly United States over the course of a few weeks, with newspaper editions first appearing as follows: in Pennsylvania, July 6; Maryland, July 9; New York, July 10; Connecticut, July 12; Rhode Island, July 13; Massachusetts, July 16; Virginia, July 20; and South Carolina, August 2 (there are no known newspaper editions from New Jersey, Delaware, North Carolina, or Georgia). The Declaration was first published in non-English form in the Pennsylvanischer Staatbote in Philadelphia on July 9, and in book form by Robert Bell in Philadelphia on July 8.

These variations among these early editions of the Declaration of Independence are significant because of the sheer number of 1776 printings; of all the known broadside, newspaper, and book editions of the Declaration produced from 1776-1800, nearly half were produced in July and August 1776.

Some of the early broadside printings of the Declaration included state resolutions about the approbation, distribution, and public reading of the Declaration. In Massachusetts, for example, The Council adopted the following on July 17, 1776: “ORDERED, that the Declaration of Independence be printed ; and a Copy sent to the ministers of each parish, of every Denomination, within this STATE ; and they severally be required to read the same to their respective Congregations, as soon as divine Service is ended, in the Afternoon, on the first Lord’s-Day after they shall have received it : –And after such publication thereof, to deliver the said declaration to the Clerks of their several Towns or Districts ; who are hereby required to record the same in their respective Town, or District Books, there to remain as a perpetual MEMORIAL thereof.”

As we looked at each other in surprise, we heard another beat, then another, and then a wave of noise as the golden objects started to circle us.

Over everything we heard a voice.

It was followed by millions of voices cheering, whooping, and clapping. There were even a few whistles.

The voice reassured us as another voice chimed in.

A large glowing map took our attention as the voice faded. At the top left was the solar system, and stretching from it in every direction were paths through the stars. One path was brighter than the others. Who knows what we'd find out there.

I turned to Ema.

But she didn't hesitate for a moment.
